Quartet of residential tower blocks would replace offices at Burnhamthorpe and 427

Four 23-story residential towers have been proposed at 10-21 Four Seasons Place on the northeast side of the Burnhamthorpe Road and Highway 427 interchange in the Eatonville neighborhood of Etobicoke. Designed by Arcadis for Fana Group (under the name Fand Burnhamthorpe Corporation), the project, if approved by the City of Toronto, would displace the site from commercial uses that once dominated every corner of this interchange.

The site covers 1.92 acres at the western end of a cul-de-sac, east of Highway 427 and north of Burnhamthorpe Road. There are currently four office buildings with 2 to 12 floors, with parking spaces available both at ground level and in underground garages. The buildings would be demolished to pave the way for redevelopment amid declining market demand for traditional suburban jobs. The surrounding neighborhood has a mix of institutional, residential and commercial uses.

Arcadis has submitted a zoning bylaw amendment application to the City of Toronto on behalf of the developer. The proposal includes four 23-story towers, each 250 feet (76.6 m) tall, connected by a three-story shared podium. Together, the towers would create 1,021 residential units across the site, with a gross floor area of ​​83,697 m² and a floor area index of 4.36 times the lot coverage on the 19,190 m² site.

The towers would be spaced 25 meters apart, in line with Toronto's separation guidelines. The size of each floor is 812m², with the application noting that this is in response to growing demand for larger units, partly driven by the increase in remote working. Each tower would be equipped with three elevators, approximately one for every 85 units, suggesting good response times. There are 682 parking spaces for residents and 67 parking spaces for visitors on two basement floors. The proposal also includes 695 long-term bicycle parking spaces and 72 short-term parking spaces on level land. The podium includes residential suites on the second and third levels, facing east to reduce exposure to Highway 427 to the west while providing parking on the highway side.

The development includes 3,529 sqm of interior amenities across the top two podium levels, including flexible workspaces for residents. The outdoor facilities would total 558 m² and include a central courtyard and green roofs on the podium and towers.

The project will provide 1,920 m² of public parking space, which is slightly less than the 1,925 m² required by the City of Toronto. A private driveway would divide the parkland into two segments to provide access to the site at the eastern end of the site. To mitigate the impact, the design includes a landscaped buffer along the lane to improve the usability of the green space.

The TTC bus routes along the East Mall and Burnhamthorpe Road provide access to Kipling and Islington stations on Bloor Line 2, approximately 13 minutes by bus southeast of the site. Kipling offers connections to GO Train services on the Milton line as well as MiWay routes extending service to Mississauga. Cyclists benefit from nearby cycle paths along Burnhamthorpe Road and Renforth Drive, as well as multi-use paths in local parks.

To the north, closer to Rathburn Road, there are other development proposals including 5 Capri with three 21-storey towers, 530 The West Mall with four towers ranging from 14 to 22 storeys and 580 The West Mall with 22 storeys. Further northwest, the 21-story 555 The West Mall is under construction, while 710, 630 and 600 The West Mall propose towers ranging from 11 to 24 stories.

Southwest of the site, 385 The West Mall is planned with 14- and 28-story towers, with West Village Etobicoke having four towers ranging from 16 to 31 stories. Nearby, 1 Eva Road features three towers ranging from 28 to 44 stories. To the south of the site, Valhalla Village Phase 1 is under construction with 11 and 30 storey towers, while Phase 2 is planned at 21 and 38 storeys and Valhalla Town Square Phase 2 includes two towers at 40 and 44 storeys.
