Penn Township rejects the crossing study study

With her silence on the application, the Penn Township Board of Supervisors rejected the process with a traffic study at the intersection of Jenner's Pond Road and Baltimore Pike.

A traffic study is a accounting of the traffic volume and the accidents that occur in a certain location over a measured period. Traffic studies are used to determine daily volumes and the need signals or changes at the location.

Community manager Karen Versuk reported that she had dealt with the details of the proposed project and had a negative reaction.

She said that the whole problem was found by the owners of the facilities performed by this street including Medic 94 and the pensions of the Jenner -Pond and the Luther House pension communities, she found that the financial burden would not be on them but in the community.

Versuk said she also thought that the proposal for a flashing light was like that in the nearby fireplace. Then she noticed that it would be a full stop light.

“This would be a full-grown intersection,” she said, adding that the costs would probably achieve $ 2.5 million.

In the following discussion, the superiors mentioned problems associated with the installation of a new traffic light.

Vic Mantegna, chairman of the board member, expressed his concerns:

He said that a new traffic light is not alone. Rather, it is associated with considerable distance to other lights on the street – five of them. With the stop-and-go of a potential Jenner pond street light, the lights at the busy crossing 796 in the east and others would be affected.

This Route 796 light is in a place where school buses and school drivers cross tomorrow and afternoon, not to mention the traffic from the nearby bypass of Route 1.

He and the other superiors added several additional cumbersome escorts. Poland would have to be removed. Reliefs would have to be used. The community would have to maintain it in the long run. There would be needs to turn lanes and crosswalks.

When she asked, she told that she was asked not to accept the possibility of creating a roundabout. A roundabout is a intersection at which the traffic circles that do not take care of and the approaching vehicles have to give in to those who are already inside. She said when traffic continued to flow into a roundabout, its access route would often be used by Medic 94, which has to stop traffic with its flashing lights. This situation could be a confusion for drivers who may be undecided when they have to stop for Medic 94 vehicles and when they do not have to stop.

Versuk also said that she spoke to the state MP John Lawrence (R-13) from West Grove about grants.

She found that the deadline for submitting financing requests for 2025 ended, and even if it was granted later, the financing would not take place until 2027.

Lawrence also suggested that the time between the application and reception of funds could lead to the costs due to inflation – a costs that the municipality should incorporate.

She said Lawrence asked her: “What if you do not receive government funding?”

And he suggested that the institutions involved in the inquiries should be asked to contribute the money to install the traffic lights.

Ultimately, he wanted the three bodies to know the traffic lights that the superiors are still concerned about the security problem at the intersection.

“We agree that it is a security problem. There was talk of returning for a long time, ”he said.
