The planning, development and environmental committee of the Metropolitan Airports Commission will check the construction offers for a new sustainably designed customs and border control system at St. Paul Downtown Airport on Monday.
The MAC recently opened five offers for the project, including the apparently low bid of $ 15.545 million from Shaw Lundquist Construction. Other offers were between $ 15.59 million and $ 17.43 million.
Mac employees recommend approval of the Shaw Lundquist offer, which was 27% higher than $ 12.24 million. A contingency of 5.2% for “project adjustments” is integrated into the budget, which increases the total costs to $ 16.35 million.
The materials for the commission assembly on Monday accuse the difference between the low bid and the estimate of the “several factors”, including higher material costs and location conditions.
“The project location is increased to meet the requirements of the flood level, which makes building conditions more difficult and the foundation is more expensive than estimated. The material costs were also more than expected due to tariffs and procurements,” the report said.
According to Mac, the new building is financed with federal and state grants and general income bonds of the airport income.
The project includes waiting rooms, a passenger area, office space, supply rooms and toilets.
The MAC intends to pursue the gold certification for energy and environmental design (LEED) for the project that “is intended to produce more energy than it consumes”, says Mac -Meeting materials.
A 1,000 square meter intensive green roof system, geothermal heat pumps and “roof and adjacent solar collectors” are among the characteristic design elements. Building materials include concrete and beams and a structural wooden lid/roof.
“Revisions” of Aircraft Apron, new supply connections to the building, new sidewalks, local plants, chain compounds and decorative metal fences and “additional landscape improvements” are also planned.
Ted UNG, superintendent for Shaw Lundquist Construction, said in an email that the project would probably start in September with “A plan for completion in 12 months”.
“I've been in the industry for 35 years, and this project is definitely unique in different ways that have excited me to start,” said Ung.
“Leed Gold brings several sustainable characteristics with it, and one thing is really interesting for me, is the laminated wood structure recovered. The wood comes from different locations and for our use again.
“The building is also increased about eight foot above the adjacent asphalt above the flood level. The survey offers wonderful opportunities for landscape design that are part of the design.”
After the Mac:
